95 ranger 2.3L loss of power up hills

Gas Mileage
I have a 1995 Ranger 4 cyl 5 speed manual and I was wondering if it saves fuel when going downhill and putting the truck into neutral and letting it coast. Does this affect anything in the motor? Is it bad to do this often?- JesseCard
