Rear main seal sleeve otc tool spec 4.0 v6 ohv

Just installed ford oem seal/sleeve using a generic tool. The sleeve step depth on the tool is 3mm from outside edge, anyone have measurement on the OTC brand tool? Gap between seal and sleeve is double of what is specified. 1.35mm. Is this normal? Seal installed properly, the sleeve is on the crank evenly, but seems like it needs to go in more. Grabbing extra seal & sleeve to see if put sleeve in cup backwards to get that extra .60mm. 1994 4.0 v6 ohv
