UPDATE:
So with everyone's recommendations I put in a new O2 sensor, ran some seafoam through the intake and put a can in the gas tank, then reset my timing to make sure it was right on with what it was suppose to be, which it wasn't, way advanced. Drove the crap out of it for a couple of days..... And all PASSED Inspection!! Thanks everyone for your help. I am sure I will need some more in the future with me fixing up my BII..
