Wipers work with key off

I no this is not suppose to happen, but for some reason my window wipers work with key off when I turn on the wiper switch, the fuse 16 30 amp gets fire when ignition is turned off and key out of ignition. Anyone know how to fix this problem I know there not suppose to come on with ignition off but for the life of me I cannot so far find out what is causing this... Thanks

My credo
In theory, theory and practice are the same. In practice, they are different.
First, make sure you are looking at the right fuse.

Second, the diagrams I have looked at confirm that the wipers should only get power with the key in run or acc positions. But these were not absolute guaranteed "1996 Ranger" diagrams. I know they are close enough for my '93 and I would expect '93 and '96 to be extremely similar if not identical.

If you do have power at the fuse for the wipers with the key off/out of ignition, I would begin by looking at the ignition switch or the wiring connector on the ignition switch.

I agree. The ignition switch is the most likely culprit. Start by unplugging it and see if the wipers still work. If they don't you found the problem.
