Truck is running lean

So Ive been dealing with my truck running lean for awhile now its a 2000 4.0L OHV, and cannot figure out why. I threw in a new fuel pump, new MAF sensor and fixed all the vacuum leaks.
But I have four codes that I cant solve

Code P1127 Exhaust Temperature out of range, O2 sensor not complete
Code P1116 ECT sensor out of self test range
Code P1000 OBD TEST NOT COMPLETED [Everytime I turn off the truck it restarts my driving cycles no clue why]
Code P1131 Lack of HO2S11 switch sensor indicates lean

Now I have ran the data stream and from my knowledge the only thing that didnt seem right is that my Short Term Fuel Trim (B1-S2) is always stuck at 99.2% on idle and on throttle.

Any help would be appreciated im just tired of throwing money into it and it not running better
