Missing fuel composition circuit?

Hey, long story short my truck has been running like shit for awhile (1999 3.0L Flex Fuel), and I have replaced everything else I think it could be. I have owned the truck for about 2 months now, and I have never used E85 in it. Last but not least, I have an error code for "Fuel Composition Circuit Malfunction". I read around a bit and some people who have had this same error exhibit very similar symptoms to mine, so I figured why not take a look at it.

I just got finished taking my drivers seat out, and I pulled up the carpet to look and I have two lines going under my seat. One goes down and underneath the truck, the other one is a simple connecter sitting there. To be clear, it is not plugged into anything! It looks brand spanking new, too, but it is not plugged into a single thing. I can't see another wire in that area, and I couldn't seem to find where one use to be either. I don't know if this is suppose to be like that or not. I just need help :(. Any and all insight into this problem is hugely appreciated!
