Hesitating at low speeds

So i have 89 bronco 2 for my first truck we got it used had sat for 3 years so has problems so were fixing it up. Right now it runs fine and is a daily driver. The only thing is if you stop and are at a slight hill then it will hesitate . When it does this it quiets down and lowers the rpms , after a second or two it will let loose and start down the road. This is the only time its a problem.
Not sure if its related but it also it goes low on coolant a lot, We have to add to it every couple weeks. We have not found any souces of any leaks any where . Thanks for helping
