I recently talked to a fellow tinker who said the 2.9 block is the same as the 4.0.
Being a Ford,Im not surprised as 302 and 351 share the same block. That being said, does amyone have any idea how I can verify this? Or where.

I didn't ask for your life story, just answer the question!
The 302 and 351 don't share the same block... Just a similar design.

In the sense that he is talking they do.

The trans bolt pattern is the same, the accessory pattern is the same, while not a good idea the heads from one can be bolted to the other.

The 351 did keep standard threads for it's holes after the 302 switched to metric though.

Yes, the 2.8, 2.9 and 4.0 are all Cologne engines and share, or can share, a number of parts.

Yes essentialy they are. The same go's for the 4.6 and 5.4. The 5.4 is just taller and wider. The 302 and 351 don't can't share cranks if i remember correctly, but that's a different can of worms.

The 302 and 351 have different cranks and rods due to the need for different stroke lengths. There are also different imbalances on the 302 depending on the year, and in some years depending on the vehicle, it could be either a 28 oz or a 50 oz, and some HIPO guys build them to 0 oz, while the 351 is always 28 oz.
