1988 2.9l v6 high idle/cutting out

I got this old ranger for my boy but it idles fairly high all the time and after driving it for a while it starts cutting out like a plugged fuel filter. It this point if I shut it off for a bit and restart it, it runs fine again for a while. But it never loses the high idle. This makes me think it's a sensor or electrical problem but not sure which it points to. Any ideas?
