engine timing without timing marls.

Here's the deal, after I got truck back from shop, ran two weeks then pushing coolant out overflow. Ok bad gasket/ head. Turns out to be head. Have reman head to put on. I find the mechanic had broken off top of inner timing belt cover that has camshaft timing marks on it. How now to correctly get engine in time without this mark? So far unsuccessful in finding used parts.
P.S. also found a bucketful of other "sins" that were done to this also!
Truck is'93/ with 2.3L

Somebody can count the number of belt teeth between two reference points on the gears on a known good engine. That will allow you to time it correctly.
