axle o-ring at c-clip question

in the middle of placing the axles back into the tubes. noticed a small o-ring where the c-clip goes. can't find any info on this o-ring, should it get replaced? and what is the purpose of it? and what side of the c-clip is it supposed to go on, outer or inner?

That O ring is optional and isn't really needed, it is just to aid assembly by causing a little friction/reisistance to the C clip so it stays on. Not all axles had those O rings (of the 6 or so axles I've had apart, only about half of them had the O rings)
