e break stuck half engaged

So i just installed new shoes,self adjusting kit and return springs. I went to put the new drum on and it wont fit. Now the adjuster screw is screwed in all the way so its not that. Then i noticed the parking break lever behind the shoe isn't fully swung out which is causing the handbreak link to push out the shoe. Now i got up and pushed the e break in and its not moving the parking break lever at all.

My question is am i in need of a new parking break cable? The one in there now has a lot of slack to it. The spring attached to the cable is floppy as hell and yes i looked at where the cable attaches to the peddle and it is attached. It just has very little movement to and from.

Just replaced both my rear cables for the same reason. Wish I had known that before doing the brake job because you basically have to do it twice and pay for more shipping for a separate parts order if buying online.
