I bought a new 09 ranger last year and just changed out the head light bulbs for some nice blue ones. But I want to be able to run park lights and fog lamps anyone one know how to disconnect the running lights

Can't be done buddy...its part of the smart junction box/GEM.

It is not a programmable feature, however when you apply the parking brake the DRL does turn off so you could try to put the ebrake on just a click.

Parking brake is the easiest way, I don't know if the new Rangers chime when you leave the brake on when in gear. My 98 doesn't but the big red (!)BRAKE(P) gets to be awful annoying.

On the 96 ranger they just have a jumper for the e-brake and the high beam switch ..
