I had a somewhat similar problem with my 97 Ranger. I traced it back to a ground issue. Broken ground wire to the dash and corrosion on the battery to ground cable connection. Might be worth a try.

I recently replaced a rotted out tail pipe on my 1997 Ranger 2.3L. After the tail pipe was replaced the engine started running a little rough at full throttle and the CEL came on with code P0171. I can’t imagine how a tail pipe could cause the engine to run lean but I’m not sure how to resolve...

I believe that’s the vacuum line that comes from the HVAC control in the cab and goes to the heater control valve. The valve is in the heater hoses just below the breather in your photo.
