1991 2.3L ranger air charge sensor

Looking for some advise. I’m working on a 1991 ranger 2.3L with a new engine. It keeps throwing code 54 and is misses at a cold idle. Seems to run fine when warm. Replaced air charge temp sensor, no change. Cleaned iac, no change. What else should I look for?
