When I jack up the truck and move the wheels at the top and bottom back and forth. There is a clunk and small movement. It doesn’t move side to side.
wheel bearings are good.
ball joints seem to be fine as there wasn’t any movement when I grabbed the spindle and tried to move it with a lot of force.
also doesn’t seem to do it with the tire off, but I struggled to get much force behind the movements, hard to without the extra leverage of the tire.

The steering wheel also has a shimmy back and forth between ~25-35.
tie rods don’t seem to have any play when I yank them either.

What is causing that top/bottom back and forth movement on both tires?

I've had a lot of questions pertaining to the issues you describe, but never the steering shimmy.
Just the up and down has something loose in it, while L to R always been solid
My last attempt to address it was putting a strictly by the book installation on it
Including the torquing it down, backing it off, and using the 2 3/8 socket, on a 1,4 in drive torque wrench to 16 in lb.

My credo
Toonces drives a Ranger . . . . just not very well.

That's the best way to do it, and the big-ass socket sure does look funny on an inch-pound torque wrench.

That’s what I did. Still had the same amount of play in it. I’m not sure if the steering shimmy has anything to do with it, or if it’s another issue.
I’m just trying to figure it out.

Did you repack the bearings? Not a great thought but that may be as long as it lasts :/
