98 Ford Ranger XLT 4.0 4×4 front end and steering issues

So I've changed the rotors, brake pads, and both outer tie rods on the front end. Also I've rotated the tires. When in park idling, turning the steering wheel left to right I can clearly see a tettertotter effect. When I turn all the way to either side I hear what sounds like medal swords clashing. While I drive in 2 wheel drive I can feel and hear vibration coming from the left side at slow speeds and becomes less noticable at higher speeds and when I turn the wheel slightly to the left like. when I jack up one end the tire then pulls itself inward like they a rope was being let go from the bottom end

The teeter-totter effect is fairly normal, it's just the way the suspension loads up when you turn the wheels lock to lock at a stop.

But yes, it does sound like you have another issue, jack that wheel up and shake it in and out, see what is loose.

Left upper ball joint appears more warn than any other ball joint I'll get the wheel bearings replaced and aligned.

That teeter totter... is the effect of steering axis inclination. The raising and lower of the front corners is normal. Have someone in the vehicle and turn the wheel from stop to stop and have a look underneath while they are doing it.... it's likely you will see what is causing the clank you describe.
