ABS Module will not connect

Hi folks new to the page here!
99 with RABS; light comes on once I hit approx 12 or 15mph. My speedometer works just fine. Each time I start the truck the light is off, only illuminates when I get over that 15mph or so. I attempted to put my scan tool on it to read codes but for some reason it will not connect to abs module and read codes. I checked fuses etc everything there seems okay. What might cause this? Has my module gone bad? Thanks in advance!
