Welcome to TRS :)

Your Choke setup on the 2.8l carburetor is not working.

All gasoline engines need to run Rich with high idle and advanced spark timing when they are cold, thats what the Choke Plate does on a carbureted engine .
Before starting cold you need to press gas pedal down to the floor one time, to set the choke plate

It needs to close on cold start, which restricts air coming into engine, this causes more gasoline to be sucked out of the Jets, Rich Mix, there is also a cam on the throttle linkage that should increase idle when choke plate closes.
