Would I be able to take a 2006 ranger gauge cluster and swap it over to my 1994 ranger with little modification?

Although I'm not totally certain... the 06 cluster is way smarter the your 94. So not so easy...

if there is a will... there is a way

No. Not with "little" modification.

With a lot you may get it to work.

Here is the difference:

The 94 cluster has a cable driven speedo, and a couple needles that get some sort of varied ground signals for gauges. All of the warning lights are also simple ground switched circuits.

The 06 cluster has an electronic speedometer that needs to see a networked signal from the ABS module to work. It also expects to see a few other networked signals for some of the gauges. I believe the fuel level and coolant temps signals are networked that year, which means you may or may not have a fuel gauge and a temp gauge. All of the warning lights are going to be run off networked signals.

Oh, also, the 94 and 06 clusters are very different shapes.
