High idle when coming to a stop

I have a 94 4.0 5 speed. When the engine is warm it starts up as normal and idles normally. I can sit and rev it over and over and it drops to normal idle every time at about 900(ac off). It drives totally fine with no issue, but when I push the clutch in and come to a stop the idle will stay a 1500 rpms no matter how long I am stopped. I waited 5 minutes and it still stayed at 1500. As soon as I turn my ac on it drops back to normal idle and stays normal when I turn the ac off. Does anyone know how to fix this?

I have replace the IAC valve, Mass air flow sensor, TPS sensor, ECT sensor, thermostat, and can’t find any vacuum leaks
