Northern PA airbag installation?

2001 Ford Ranger XLT single cab 2.5L engine. I got into a minor fender bender but my airbags went off. Very surprised. Insurance will total the vehicle and sell it back to me. New airbags will barely cover what the scam artists are giving me.

I live in New York where used airbags are illegal. I am willing to make the trip to northern PA to get these installed. Will most shops install used airbags? Can anyone recommend somewhere? I can supply the parts since I've found some ebay auctions that don't care and will ship to me. I live in Rochester, NY but will make the trip. I'm not going to Pittsburgh or Allentown.

Can someone link me to a crash sensor (I think this needs to be replaced) on ebay that I can buy? What else will I likely need so the airbag light does not stay on?

You will need a new RCM (restraints control module) which will need to be configured to your vehicle at a ford dealership.

Geico wants a "Certificate of Repair" from the shop that is doing the work to say my vehicle is roadworthy or they're going to dump my insurance on it in a few weeks (they gave 30 days total). What exactly is a "Certificate of Repair"?

They couldn't give me a good answer.

Google gives me two results when I type in:
"Certificate of Repair" geico
