Trucks a 08 with 95k miles on it.
CEL for p0171 (running lean)
In the past 100 miles I have:

Replaced upstream O2 sensor
Replaced fuel filter
replaced air filter
oil/filter change
cleaned MAF with CNC MAF cleaner
Can of seafoam for intake

None of these fixed the Issue, I think I may have a vacuum leak.
Whenever I blip the throttle I can hear a "whoosh" I have no idea where it is coming from though. I couldn't find it with a stethoscope. Is this a vacuum issue?

With the truck idling unplug the IAC valve. If the engine stays idling fine you have a confirmed vacuum leak.

If it is a vacuum leak its small, small enough that Id wonder if it would even throw a code. Another possible issue is an exhaust leak at the manifold or anywhere before the upstream o2 sensor. or PCV valve could possibly be stuck open, being how difficult they are to replace on the 2.3 they often get ignored. They should be replaced every 12k miles.

Ive been trying to get the PCV valve off for a shake test. But I cant get that locking ring off.

Is there any chance it could be an EGR issue. Ive heard some EGR issues will show as a lean code. In my freeze frame data on my OBDII it shows an EGR PCT of 0.

"Ford p0171 AND p0174 lean codes can also be set by a bad EGR differential pressure sensor. These sensors have a very high failure rate once a vehicle has more than about 60,000 miles on the odometer or is more than five or six years old. "

You have to view the rest of the freeze data to see if the EGR was suppose to be open when the code was set. If the code set during idle or coasting then 0 on the egr is normal. Also the EGR has its own set of codes to check for issues. So it would be odd for an EGR issue to cause a lean condition but not also have an EGR code.

An 08 doesn't use a DPFE sensor either. The EGR valve is fully electronic and doesn't require a separate sensor.
