High idle excess fuel consumption

Hi everyone I have had quite a few rangers and I can always count on the help I get here to keep them all running great. So my new to me ranger is a 2011 2.3 automatic. It seems like it is getting horrible yet mileage and it always smells like it’s running rich. I average 19 on 95% highway at like 70 mph. I noticed it idles around 900 to 950 which seems like awfully high I was thinking that possibly the thermostat was removed but I hooked my code reader up and it went up to 185 and stayed there on my ride home today. I have the following codes p0442 P0420 I’m thinking the cat might be bad but I want to find out what could have made it go bad before I put another one in. Anyone have any ideas what else could be going wrong or should I just replace the cat and go from there. I was looking at the voltage on the o2 sensors and it fluctuates rapidly from .7 to .017 and back and forth both of them do it around he same times. Thanks for your help in advance
