fuel pump electrical problem

'95 Ranger. My fuel pump isn't getting the signal to pressure up part of the time. Gets much worse in cold weather. Installed new pump, filter, and ignition switch recently. When the relay clicks, the pump comes on and the engine runs perfectly. It can take from 30 seconds to 10 minutes, but so far it keeps starting. Any ideas? Thanks in advance. .. Marty
