I’ve read that on the 95 Ranger 2.3 manual trans that when driving and over the 3k rpms it’s like hitting a wall. Stumbling misfiring and bucking, no codes. I saw a tsb bulletin on the camshaft synchronizer, y’all have and symptoms like this? Where is it at. I replaced the fuel filter with a wix filter. Old filter and fuel smelt bad. Ran all that crap out, and put a mix of 100 and 87 octane in the tank with some seafoam.

Above 3000rpm is usually open loop fueling which could mean there is a fueling issue, but the cam sensor out of alignment could do that as well. I believe a '95 will have the cam sensor on the oil pump which is behind the auxiliary shaft pulley on the timing belt (drivers side of the engine about water pump height on the engine). I believe all it takes to check the alignment of the cam sensor is verifying the alignment of the auxiliary pulley, so take off the timing belt cover and look for the marks.

other than that, verify that all 8 of the spark plug wires are going to the right locations on both ends, misfiring and misplaced plug wires can be tough...

I do not know if the problem fits the situation, but I have read that there is a rpm limiter in the EEC control system such that the engine is not allowed to rev past a certain point unless it is in gear. I wonder if the sensor used to detect gear position may be flaky, or, if a manual, whatever is used to determine that the engine revs should be limited is not working properly. IOW, the revs are being limited because the computer thinks you are not in motion or in gear...
That said, I'd check fuel delivery volume and pressure. If the pump cannot deliver sufficient fuel, the injectors will starve and the engine start to misfire due to lean mixture. I suppose if it got bad enough it would shut the engine down.

Partially block exhaust will also limit RPMs

You can test for that, and many other things, with a simple vacuum gauge($20), still one of the best tools to have to diagnose any gasoline engine

How-to here: http://www.gregsengine.com/using-a-vacuum-gauge.html

No matter what "they" add to the outside, a gasoline engine is still just a self powered air pump
