Holy loaded question dude. There are only about half a dozen inputs to the 4x4 module for that shift, any one of which can keep it from happening, as well as the module itself being bad.

You are in neutral, foot on the brake while trying to engage it, correct?

  • The vehicle does not shift between 4WD HIGH and 4WD LOW modes correctly

  • BJB fuse 13 (20A).
  • Mode select switch (MSS).
  • Neutral safety switch.
  • Brake pedal position (BPP) switch.
  • 4WD control module.
  • Transfer case.
  • Digital transmission range (TR) sensor.
  • Circuitry.

Sounds to me like you need to put it in neutral. Four low won't engage it park. Just like Sasquatch said.
