87 Ranger Front Turn Signal Panel Replacement

Hey guys.
I'm thinking of buying a 87 Ranger but the front Turn Signal Panel is beat up bad. Does that panel come off with house hold tools or will it require a shop and or welding ?

Worst part of taking those off is that the screw heads get rusty and can be hard to take out.

8 phillips screws total IIRC. Two for each light and two on each end connecting it to the fender, could be forgetting something though. The hardest part that you will have removing that one is going to be getting to the screws.
