Fuel pump bypass

i just got this truck and it wouldnt start. if i spray starting fluid into the throttle body it will run for a second.
the fuel pump is working.
when i pushed the shrader valve i had pressure but the fuel seems like it had qalot of water in it
i want to drain a half tank of fuel can i bypass the fuel pump and use it to drain the tank??????
not crazy about pulling the bed to take the tank out. so i would rather drain it

on the right side of the truck are two relays, one is the fuel pump relay, jumper it and both pumps will come on, take the line loose from the fuel rail and let it pump it out.

one relay is a eec relay, and when jump will make the other click, unjump it then jump the other.
