Glowing catalytic converter after re-worked heads???

1994 Ford Ranger Extended Cab 4.0L OHV 5 speed. 208k miles.

I had a bad head gasket, but the truck still ran great, at highway speeds I'd blow exhaust into my coolant, but other than that it ran great. So after getting around to replacing them, I am now having more issues. I took the heads into a machine shop to have checks for cracks and resurfaced. They also replaced the valve seats and reground the valves. They did not install new valve guides, the exhaust probably should have been done but they were unavailable at the time (only vehicle). The intake side was acceptable, but again probably should have been done. I never burnt oil before so wasn't to concerned and couldn't wait. After reassembling everything it's running rough, and is extremely sluggish. What seems like a mild miss. My vacuum gauge is reading poor at idle around 15. I noticed my cats are glowing red which is telling me that excessive fuel is going into the exhaust. I also get a puff of exhaust out of the oil cap when rev'd. I am suspecting a poor valve job from the machine shop because I simply cannot find it to be anything else. I'll have to run a compression test and see what I find. Spark plugs and wires are new and correctly placed. I've quadruple checked. No CEL, I checked all vacuum lines, nothing. Does anyone have any idea's?
