mysterious piece

we got about 8 inches of snow yesterday, so everything is nice and frozen this morning.

my steering wheel was making a clicking sound on my way to work and this metal piece dropped to the floor.

any ideas of what it is?

Beats me, looks like a clip of some sorts. Like the two prongs on the left go into holes and the part on the right snaps on. Look up under there and see if there are two holes that it would go into. Pretty heavy duty clip though if that what it is. Sure someone here has delt with it before.
