Under the dash below radio/HVAC controls. Yellow has 12v and blue is not grounded.

It looks like a Ford connector, so maybe a Dealer added option

Solid Yellow and solid Blue are not "normal" Ford wiring colors, Ford liked to use dual colored wires for less mistakes and to ID what wires are for what in a harness, i.e. yellow/white, yellow/red, yellow/black

Solid Black and solid Red are used
There is at least 1 solid yellow from engine bay fuse box to ignition switch, this is ain't that

I agree. I've had my dash completely out and don't recall ever seeing that connector in my 93. Trace the wire back and see where they go. Someone probably had an accessory installed and left that part of the wiring when they removed the device. Picture here if you want to look.

That’s the confusing part is that it goes straight into the factory harness

Absolutely true Ron and Eric. My 93 had a 10 CD changer added after market. It worked when I bought it but eventually ate a CD which I never could extract, and finally ended up extracting the entire unit.
I was given a complete file of maintenance records but didn't search it out. I already knew where the wires were, and they were also just what yall describe

Maybe there was

In any case, since the Blue wire is not a ground, I would look for that Blue wire in engine bay or behind grill or at the rear
12Volt IN(yellow) means Blue wire is 12v OUT to power something
Maybe connector was for a switch in the cab
Driving lights
Reverse lights
Or my favorite........................a Mad Max style Supercharger :)
