Rough idle surging and lack of power

TRS guy's

I got a new issue with my 2.9l it was running fine no issue for a long time. This last week it started this rough idle all the time and it now surges at all speeds and has a lack of power. I pulled all the plugs no fouling all burning good. Its kinda strange it will be bogging lack of power than pull hard like normal than back to its lack of power bogging. I have changed the TPS sensor and MAP sensor but not the IAC sensor. It has new plug wires cap and rotor I changed last year. Any idea what would cause this issue?

Tried a few things I put a new Napa IAC on it run's to low of RPM's and tries to die. I put the Ford one back on I took and disconnected the negative battery cable to re-set the computer. It still runs rough surging shaking at idle it diden't surge like it did at speed but its way under power. When I got home it idled smooth but no power on the highway. I don't think the TPS has anything to do with this does it?

First thing i would do is check fuel pressure, change the fue, filter, and then scan for codes.

I will check the fuel pressure I did change the fuel filter and High pressure fuel pump last year. I got a code scanner I tried it can't seam to get it to work right

Yes, 2.9s are fuel injected :)

Whats the issue with the scanner?

Whats the issue with the scanner?
The scanner it passes the key on engine off test. The engine running I only get WOT and brake on and off not detected codes. I know its due to me not understanding that part or how to that right. I checked the fuel pressure its at 36lbs key on engine off at idle its 35lbs and reved up to 2000rpm's it holds at 34lbs. I checked the dist cap its only a year old it has white corrsion on the terminals inside. I cleaned them off still a stumble at idle. It like its picking up a cylinder and dropping it. Out on the road it bogs like it running on 5 cylinders. It picks up goes than back to bogging on and off deal. The plugs look good not fouling
