shackle problems

hi i have a 93 ford explorer i had to replace the leaf spring shackled the passanger side old shackles came off with no problem and put the new one on now im workin on the driverside but the bolts are frozed up in the bushing i have tried cuttin off the bottom bolt head and using a c clamp and socket to try to press it out it only worked alittle bit and having the same issue with the top bolt i dont know what else to try the shackles that is on that side is so rusted and worn out that it broke i just need to free both bolts so i can put on the new one any ideas would be very appreciated because now i am unable to drive my truck thanks

soak it pb blaster and let it sit or if you have it use a torch and heat it up
