SO when I went to start my truck yesterday, it turned over and immediately revs up to 2500-3000Rpms and just sits there for about 30 seconds and then slowly, and I mean slowly, starts to drop. It does this on cold start ups and warm start ups.
I put a new TPS and IAC in it about a year ago, so I don't believe that's the problem. Any ideas?

After it does this does it run and go to idle normally? If so check the plug on the tps.

See if the throttle is operating smoothly. Check it by hand at the throttle body. I had to tear my son's apart and clean and lube it. Also be sure it's clean inside throttle body where butterfly valve is.

I just cleaned it about a month and a half ago, but I will check it again. Now today it is fine, started 6 times with no problems.

check for a leak at the throttle body. see if it sits open a little bit (the little butterfly inside that turns to let air into your intake) also try moving your throttle body up and down to see if theres a leak through hte side (i have heard of the little o-rings going nad having an air leak through the side)

I had the exact same issue with my '03, I found my IAC was sticking, lubed it a little bit and seems to be working fine now. I'll probably replace it this year if it ever warms up!
