It looks like an ultrasonic sensor, that's part of an aftermarket alarm system.

The weird part is there is no company name. It is tied in to the on board computer port. So I didn't know if I could just cut the wires or not?

Follow the wiring. The bullet/socket connectors under the clear vinyl insulators are not Ford factory installed.

No, there is no button. I thought some other device might be put over it. And that other device might activate it. I might just cut the wires and be done with it. I was hoping to find out what it is before I cut the wires.

It's one of those foolproof breathalizer devices for DUI convictions. They figure if you can get your head that far under the dash and blow into it you would have to be completely sober.
