OK,
I'm not new, rather do more reading than writing. I've searched but can't seem to find anything I have not already tried.
Here is the story and question

2000 2.5L 5 sp

Driving down the road and truck just dies. It will turn over but not fire up, just cranks and cranks and cranks. Was not getting spark, ended up at a local shop where the crank sensor was replaced and I was told that it has to be the PCM as it was not getting injector pulses or spark with the new crank sensor installed.

(omitting long and funny roadside story that ended up in me towing it 2 states due to USAF deployment obligations)

I get home and ordered a PCM from Orielly. Same result. However, I did notice, as I did the day it broke that the PCM power relay is buzzing like CRAZY anytime power is applied.

things I've done:
--Swapped relays- no matter what relay is placed in that slot it buzzes
--tested voltage- getting about 9.4V to the relay
--tested battery- only 6 months old and has good charge
--Jumped the relay- still would not crank up and run with the jumper wire in place of the relay (new or old PCM)
--tested the power diodes that supply power to the PCM power relay; all good

I'm lost...:dunno:
anyone ever have a similar problem?

It sounds like your getting close to finding the problem. You have found that your not getting battery voltage to the PCM relay. I would next go to the PCM relay fuse to see if it has battery voltage.
