I worked at a Ford dealer and never saw one glued together, with or without a filter. That is not to say the cover was not spun on so tight or fast that the plastic melted and welded together.
I had another mechanic/parts guy? that could not get the cover off on his FSB, I got it off, by putting in a table vise ad then using large channel locks or strap wrench (I forget) to open it.. It did take an extreme amount of force to open it and I thought it was going to break. After all that effect, it was empty.
