1994 4x4 radius arm bushings

Was hoping the cross frame bracket was bolted on, and when I first looked I saw 2 bolts on lower frame rail but then 2 rivets on the side of frame................
Bummer

Any reason I shouldn't grind off the 2 rivets and replace them with bolts?
I can't think of any reason but......................
Other Rangers I have done were all bolted on no rivets

I've done 4 RBV suspension lifts, all had rivits from the factory except the 88/89 High rider Ranger (I forget which year it was).

The only reason I can come up with to remove the factory rivits other than to install aftermarket radius arms or a lift is to preserve or repair the bracket and the metal underneath.

Ive replaced 2wd brackets on my ranger anf 250 both and used grade 8's to replace the rivets. Youll be fine

In theory, theory and practice are the same. In practice, they are different.
Perfectly fine. Replace the rivets with bolts same size as the holes. I often use grade 8 fine thread with nylock nuts and heavy flat washers.

If it's not broken Don't Fix It!
When I replaced my radius arm bushings I ground the rivet heads off and took the rest of the rivet with me as a size indicator to get the grade 8 bolts. I haven't had any movement or issues doing them this way.

it is easier to fix and understand than "her"
where i live.

if you dont remove all of the rivots on every frame k member and section... and replace them with bolts......so you can take it all apart and clean and paint it periodically....your not going to drive it for 33 winters.
