I do know you will need the transmission also, the 4.0 will not bolt up to a 3.0 transmission. What is wrong with the splash?

Both Automatics? You will be installing both engine and transmission from the Splash.

I deal mostly with '98 & newer, so I don't know all details about GEM, etc on older trucks, but you have both trucks as reference.
For '98+ the wiring is identical to firewall, so one just has to change the engine compartment pieces...

Well, I don’t have any of that vintage, but if you can park them right next to each other, it should be easy to compare things like where the PCM mounts and everything hooks up in the engine bay. Your most likely potential issues are where the electrical stuff plugs in in the engine bay and whether the 95 is OBD2 or not. The 94 will likely be EEC-V, but that may be the biggest potential hurdle. I’m assuming since you have the ASE Tech badge that I’m not going to have to explain the difference there.

You’ll need the complete Engine/trans/transfer case (if applicable) from the donor with the wiring and computer. You may have to change the engine mounts, not sure on that one. You’ll also want the 4.0 radiator. Fuel system shouldn’t have to be changed at all. Pretty much everything else should bolt up. The 4.0 will have an 8.8” rear axle, the 3.0 truck will likely have a 7.5”, which isn’t really bad, but the 8.8 is stronger.

Yes, you will need a complete wiring swap and parts in engine bay
1994 is OBD1 60 wire PCM
1995 is OBD2 104 wire PCM

Swapping the engine fuse box as well might be an easier way to go, but in any case I would get a 1994 Ranger EVTM and a 1995 Ranger EVTM to match up wires

Are both trucks the same wheelbase? Not many people like messing with wires, but what about keeping the splash intact, but using the good frame under it from the other truck? I know there are a lot of variables, but if they were the same setup what would be easier? Swapping the frame or changing the Mazda to a different drivetrain?
