94 Ranger XLT 4x4 intermittent no start

My 94 Ranger XLT 4x4 4.0 will not crank at times. When I turn the key on the check engine light comes on and it will crank. Other times check engine light does not and the fuel pump does not come on. I used to tap the fuse box under the hood and I hear a buzz and it cranks. Now if I just leave the key on it may take a minute but the check engine light comes on I hear the buzz and it cranks. I read in an earlier post that it could be in the fuse box (engine bay) and it had to be replaced. I'm beginning to believe it is something else and don't have a clue where to start. I have already replaced the fuel pump and fuel pump relay. Have 6000 miles on rebuilt engine but this started before rebuild. Any ideas?

I assume the starter motor always works but engine doesn't start, "cranking" means different things in different areas
i.e. "Doesn't crank" means starter motor isn't working to me, but to others it means starter works but engine doesn't "crank"/start

If starter motor works then you have a corroded connection in the engine fuse box

Pull out the EEC relay and EEC fuse see if the connections look good
EEC Relay powers the EEC(computer, so CEL) and fuel pump relay

If starter motor also does not work then clean BOTH battery terminals and cables

If that doesn't fix it follow smaller positive battery cable to fuse box or its connection on inner fender, clean that connection
