What are your compression readings on each cylinder? Does it crank over in a smooth rhythm or does the crank speed vary up and down?

Compression should be above 150psi on all 4 cylinders, if lower then timing belt has slipped

In 1994 2.3l Ranger the spark is run separately by the ICM(ignition control module)
The fuel system is run by the PCM(computer), pump and injectors

ICM does the spark on it own for start up, nothing from PCM
But does pass on the crank sensors signal(pulse) to the PCM so it can start timing the injectors

CEL(check engine light) should come on with key on, that means PCM has booted up
CEL should go OFF as soon as engine starts to turn, that means PCM is getting a timing pulse from the ICM/crank sensor

Coil pack wiring should look like this: https://www.justanswer.com/uploads/molurch/2006-11-02_134719_2.3FordRanger.gif

Only the Exhaust side coil pack and its 4 spark plugs are working when starter motor is active, just FYI
Intake side will start to work when RPMs are above 400, engine started, cranking speed is 200rpm

The 3 requirements for a gasoline engine to fire/start
Spark, at the right time
Fuel, mixed with air
Compression, above 120psi
Its as simple and as complicated as that :)

Thank you for the response had to put it on the back burner the engine head jumped timing repaired it and get it to fire but ran terrible missing real bad on number one compression is over 165 on all four cylinders intermittent backs up on the starter real hard like a vapor lock every ranger 4 cyl I see is missing like this what's the common issues for that

Have you put a timing light on it with the spout connector disconnected?
