Cant pass smog ruff idle

First I thought it was just a ruff idle, but now wont pass smog. The HC was reallly high. I am about to take out fuel injectors, and send them to be cleaned, should I replace the head gaskets thought? I checked fuel pressure, it was only 36 psi when turned to on position, then drops the 3-10 psi when turned on. Book does not have problems for low psi on startup any help. Only have 30 days to fix this, and not a lot of money.

Did you do a compression test? If you didn't do one to rule out head gasket. I think high HC is unburned fuel so look for a vacuum leak check the hoses. Check timming that could be a cause. The rough idle is telling you something.

HC is unburnt fuel. Do an ignition overhaul first.
