Fuel Filter Removal Question?

When disconnecting the fuel line "rear" Quick Disconnect ( To the tank) from the filter; does the Quick Disconnect seal off the line to the tank when the filter is removed, or does the tank have to be empty before replacing the filter?

No, it doesn't seal it off.

You shouldn't get siphoning if gas cap is still on, but have a plug of some type handy

The fuel in the line from the tank to the filter may drip out(likely), but not the fuel in the tank as that would have to be siphoned as it will not flow by gravity alone.
It will not be under pressure. It will be messy, so don't have open flames or sparks nearby.
Have a clean shop rag handy to wipe off the fitting, and you can slip the filter in place pretty quickly which will minimize leakage. After doing the inlet, you can take a bit more time on the outlet as any drips will be captured in the filter canister.
