What it is doesn't.......what?

If doesn't have 2 wires, then the horn never worked

If you jump the 2 wires together and no horn then you need a Volt meter to test if you have 12volts on one of the wires

It's worked ever since I had it since 2003,just all of a sudden stopped

I'm thinking of changing the whole steering wheel out any comments

You may have to remove the steering wheel to check the clockspring but why replace it?
