Its not the whole USA...its only a few states. i live in MI and we dont do it. Atleast not yet. They start that shit here im moving.

Athough it was on the ballot once...back in the mid 90's (96 maybe? I dont remember) and it failed harder then a tax increase
I am glad I live in Wyoming

How do you still have smog testing on vehicles theses days in the USA?

In Canada we basically have come to the conclusion that the largest % of vehicles on the road are newer and so they have had fairly very strict laws for emissions from the factory. Why waste time and resources asking Tim in his 94 ranger which is 1/1000 vehicles on the road to pass emissions? It is a waste of our time and resources.

So basically we dont test it, but you need to have the cats and exhaust system at least on the truck to get it to pass inspection. Then you can rip it off after. Nobody cares. Around me I see 95% of the cars newer than 2015, so it doesnt make sense to punish the guy who wants a 1994 lol.

You Americans make me laugh sometimes.. :)
I can't speak for other states but the PA government loves their taxes and regulations and once one is on the books, getting it removed is a very difficult and rare thing.

Some of them are so old, they just are just ignored. Like being required to stop at every intersection, get out and look at all roads approaching the intersection, blow the hornand look again, fire one shot with your shotgun and look again before proceeding on your way. All to keep from scaring the horses.

There is also another one about having stuff in the vehicle that wasn't original equipment. I've never heard it used but I suppose an officer could use that for a citation if they can't ding you for anything else. I have no idea where that came from or why but it's on the books.

A safety inspection is the rare one, and the one I'd get rid of if I could. Mostly just makes people with oversized tires keep their stockers taking up space in the garage to swap on for an afternoon every few years.

They have emissions anywhere that had killer smog 50 years ago, which is a pretty solid reason. I can't speak to other states as much, but here new vehicles are exempt for the first 8 years, although we don't have a cutoff for older vehicles.

Cali, as usual, means well, but takes the whole thing too far with CARB certifications. Exhaust tests cleaner than the limits, or it doesn't. Parts don't need to cost 4x as much to have a special number on them.
The way the safety inspection is enforced here in the rust belt more or less makes sense. Brakes, rusted frames, rust holes in certain body panels, and exhaust system issues outside of emissions. It can be annoying as hell, depending on the shop and of the mechanic is some kind of "crusader" or not.

I try to do preventative maintenance so they don't have an argument or anything to point at. So, I've never had an issue. Heck, the two shops I use knows my vehicles and how well maintained they are that they actually will skip items

I'd be more on-board with a rust-and-structural-soundness safety inspection, like folks in the UK talk about their "MOT".

We check lights, wipers, horn, brakes, no window tint, and maybe tires. Control arm bracket falling off the frame is not covered.
