Put the stock size tires back on there... That'll give you the HP you are looking for.
Problem is you have taken the engine out of it's power range with them new tires. It WILL BE thataway as long as you keep them on! Unless you now change the gear ratio in the rearend. That's the only way to get the HP back.

re-gear. 4.10's will be an improvement. 4.56's will be a big improvement! not quick and easy, nor very cheap, but just about your only option when going bigger tires on your wheels.

just my $.02.
4.56 is a bit overkill though for 31's... you would lose any highway capability pretty much. or be running 3,500 rpm's
