My 1999 XLT has the standard rear ABS. Can this be converted to 4 wheel ABS?

Sounds like a lot of work. Why do you want to have 4 wheel ABS in the first place?

Because the front brakes lock up so easily.

That means your rear shoes are either worn out or not adjusted properly.
It is very common for the rear's star wheel adjusters to freeze up from corrosion. They are dirt cheap to replace. Make sure you put them on the proper side, they are marked L/R.

I would also inspect the front pads and rotors, just to be sure.

Clean them with brake clean and don't forget to put a VERY small amount of lithium grease on the star wheel adjuster and bosses. If this does not solve the issue then replacing the components would be in order.
