Default Timing Belt Tensioner Installation Help

I'm replacing the timing belt on my 2.5L and I can't get the tensioner below the pegs with the belt where it needs to go. I've also tried getting the spring on then being unable to tighten the bolt to hold that whole piece in place, as well as get the belt around it. If there is a technique without using a certain tool that I don't have, please help me find that out.
