I got tired of looking at the floppy mirrors and peeling grey paint on the rig so I decided to go black!

So a 4 liter swap is planned but until then...

I went on it's first longer trip yesterday and it was GUTLESS. Cruised alright but the slightest hill made me shift down at least once to 4th, if not twice to 3rd. Then it was ticking... Knocking... Then silent again.
Being as it sat for years, I think it needs a cap, rotor, and fuel filter, anything else? Also, another symptom is the mileage is 12-14ish. Normal? It has the 2.9, fm145(?), d28 and 7.5, and 3.73 gears.

I'd say just paint the old wagon wheels flat black and leave them on there, I think they look good on that 1st gen Ranger. Just my .02. Take it FWIW.:D

Looks good, I like the new paint, or is it bedliner?

I would paint the current wheels black and then when you're ready to upgrade tires get new wheels to match. That way you're not limited to getting wheels to fit your current tires and have flexibility to get a 16" or 17" wheel & tire when you need new tires.
